All interested candidates must be a citizen of India as well as the Resident of Uttar Pradesh (UP) . The term 'Resident of Uttar Pradesh' means a candidate, must have passed the qualifying examination from UP and have been living in the state for the past 5 years, or any of the following criteria.

But if you belong to category other than General than there is much chances to get admission in veterinary course.

It is extremely unlikely for you to get a seat in any of the government institutes of the state which offer Bsc Veterinary Sciences. In order to be part of such government colleges, you needed to secure a much better quota or category rank. This is because the number of seats are extremely limited. The seats are so limited that it pales in comparison to the number of applicants. Infact, the number of seats for Veterinary Sciences in government colleges in the entire state of UP is less than even 500. Similarly, the number of reservation seats for every category is therefore also limited. So I hope you understand the gravity of the situation that you are in right now.
You may very very slim chances but still I can't be sure about it right now. Now,you should look for some good private institutes of the state that offer Bsc Veterinary Sciences to students of your rank. Sir I pass PCM in 2017 and then apply for bio in 2018 as a private subject can I fill up upcatet form?
Yes,you can fill the form if you have completed your 12th in 2017 and with additional subject in 2018 as the age limit is,the candidates age should be between 16 year to 22 year for General and OBC candidates and for ST/SC age limit can be extended for upto 5 more years.
