It is specifically designed for students who haven’t completed their 10+2 (Intermediate) but still want to pursue a bachelor's degree through IGNOU. So if someone didn’t pass Class 12 but wants to study further, BPP gives them a chance to do that.

BPP is not equivalent to the 10+2 qualification . It only allows you to become eligible for certain bachelor’s degree programs offered by IGNOU, like B.A., B.Com., or BSW. You can’t use a BPP certificate to apply for jobs or higher studies in institutions that require a formal 10 2 qualification.

Basically, BPP helps you enter IGNOU’s degree programs without a 12th pass certificate, but outside of IGNOU, it doesn’t replace the 10 2. So it’s useful only if you plan to continue your education within IGNOU itself
