IIT JAM 2020 Physics qualifying cutoff is 24.99 as General Category, 22.49 as OBC category & 12.49 as SC/ST/PwD. You should meet the cutoff to appear for the counseling.

According to the closing ranks for IIT JAM Mathematics for SC category in 2019 it is difficult to get admission in IITs with this rank.The closing ranks in almost all IITs is around 1000.You could get a better idea about the opening and closing ranks through the link given below.

Unfortunately with your rank of 2638 in St category you have very skim chances of getting admission in any IIT Or NIT. I would suggest you to work harder and try to score better in your next attempt. Most of the IITs and Nits generally close around 1500 st category ranks.
