As you got 1064 rank in IIT jam and this is conducted by the central board of india to get seat in the good colleges or universities in national level and your of st category which is beneficial to you accordingly u may get seat in the top 10 IIT universities and NIT universities based on previous year cutoff marks and ranks  IITs like chennai,bombay, delhi NITs like nit tirchy,nit Warangal, nit Rourkela, nit Karnataka etc and ALL THE BEST for your future and i think my suggestions and knowledge may be helpful to u ,study well.

Considering previous year cut off trends you may not get seat in IIT or NIT with such score rank.Your rank must be to be in top 100 ranks to be able to get admission in IIT or NIT.I regret to tell you that you won't be able to get admission.However, cut off is subjected to change it may increase or decrease slightly.

Since your rank is not within the range of top IIT and NIT but since you are from quota reservation you can try some of the IIT and NIT. The list of the IIT and NIT is that you can apply for as follows -

Well but as far as I know and the ruling of iit, life life sciences is no more there in iit jam exam only biotechnology is there. So if you want you can give the same for biotechnology but for that you need to have your degree in biotechnology.

According to IIT JAM 2019 the closing ranks for chemistry in IITs is below 5000 for SC category.The closing ranks after third round counselling for some IITs and NITs are given below :

IIT Palakkad - 6679

IIT Patna  - 6409

IIT Ropar - 6549

IIT Jodhpur - 5846

NIT Rourkela - 6820

NIT Tiruchirappalli - 6975

NIT Calicut - 5239

You can apply in the above  IITs and NITs for admission.Keep in mind that the cut offs vary every year.

These are the closing ranks after round 3.The closing ranks are below 1500 in most NITs .It is difficult to get admission in IITs or NITs with this rank.But you could apply in the above NITs ,the cut offs vary every year.
