According to IIT-JAM eligibility criteria, General/OBC students are required to score at least 5.5/10 or 55% aggregate in their graduation.
If your marks are less than 60% but more than 55% you can definitely fill in for the IIT JAM, but some colleges have a criteria of minimum 60% in their graduation for admissions into the offered courses(For General candidate), for that you need to check the college's website. the eligibility criteria for ccmn counselling for admission in different post graduate courses is as follows,
Candidates must have secured 60 Percent minimum (General) and 55 Percent minimum (SC/ST/PwD) marks in the qualifying degree examination.
Candidates must have qualified JAM 2020.
Candidates belonging to the reserved category (SC/ST/PwD) category must have their valid certificates in hand while attending CCMN 2020.
candidates belonging to the reserved category will get an age relaxation of maximum five years.
Candidates must make sure to fulfill the age limit mentioned.

I think yes, it is good for you. Just join any average or above average colleges in your local area for your BSc course, start working hard from day 1, crack IIT JAM and go for Msc in top IIT's. Isn't it cool.

Yes, the state government EWS certificate is valid for IIT Jam.
You can maje your EWS certificate for iit jam from any one of the following authority .
The authorities competent to issue Caste Certificates are indicated below:
(i) District Magistrate / Additional Magistrate / Collector / Deputy Commissioner / Additional Deputy Commissioner /Deputy Collector / 1st Class Stipendiary Magistrate / Sub-Divisional Magistrate / Taluka Magistrate / Executive Magistrate / Extra Assistant Commissioner (not below the rank of 1st Class Stipendiary Magistrate)
(ii) Chief Presidency Magistrate / Additional Chief Presidency Magistrate / Presidency Magistrate
(iii) Revenue Officer not below the rank of Tehsildar and
(iv) Sub-Divisional Officer of the area where the candidate and / or his/her family resides.
