Yes, you do have a chance to get admission in Guru Gobind Singh Indraprastha University, for BPT.

Last year candidate with rank 1693 ( general category from Delhi)  got admission for the course. Although cut offs vary slightly year to year but gour chances seem fairly high. But

I dont know any university with the name ipu , however I can talk about LPU. LPU doesnt have management quota. You have to fullfill the eligibility criteria in order to take admission in any of the course.
