The cutoff for Computer Science engineering through GATE was 3593, if you are from Delhi and General Category. The IPU CET for CS does not hold any entrance exam. They consider GATE scores for CSE.

Yes there is a horizontal reservation of 5%. However priorities are given in that too. It goes like this

PRIORITY I – Widows/ wards of Defence Personnel/ Para Military Personnel killed in action.

PRIORITY II - Wards of Defence personnel and ex-servicemen/ Para Military Personnel disabled in action and boarded

The university doesn't specify the ranks vs ranks. It just announces the minimum cutoff ranks and maximum ranks for each college and course. Besides there is 85% quota for Delhi candidates.
