Candidates who have completed their BSc degree can apply for IIT JAM. The common eligibility for IIT JAM is: -
IIT JAM 2020 is open to all nationals (Indian/Foreign).
There is no age restriction. i.e. there is no IIT JAM Age Eligibility, regardless of your current age you can apply for JAM.
The candidates who have either appeared or are due to appear in the final examination of their qualifying degree in 2020 are also eligible to appear in the test.
IIT JAM conduct in seven subjects: -

Below, i have mentioned the criteria for IIT JAM Physics because you have completed your BSc in Physics. If you want to apply for other subject then go to the above link.
For MSc Physics, you must have a Physics for at least two years/four semesters and Mathematics for a least one year/two semesters in your Bachelor's degree.
For Joint M.Sc.-Ph.D. in Physics and M.Sc.-Ph.D. Dual Degree in Physics, you must have Physics for at least two years/four semesters and Mathematics for a least one year/two semesters in your Bachelor's degree.

The cut offs do change every year for IIT JAM. The qualifying marks In IIT JAM exam be 27 for MSC Chemistry. For you subject as chemistry this year the closing rank for first round is AIR 305. For the third round it is 318 i.e there is not much difference in the first and the final round. see there is many papers in iit jam, like physics, chemistry, micro biology, biotechnology, geology, mathematics, applied statistics, Atmosphere and Ocean Sciences, economics etc. you need to choose the subjects as per your degree course and eligibility.
The exam centres of JAM 2019 are divided as per the eight IIT Zones where the exams will be conducted. Candidates are given a chance to choose maximum three preferences .After the choice of exam centre is given the system will automatically detect the IIT Zone. The same has to be followed for the second and third preference.

Well as far as I can understand your question, you have got 6679 (ST CATEGORY) rank in JEE ADVANCED 2019. Now if you look at the previous year's closing ranks, all the branches in IITs got closed in and around ST Rank of 900-1000.
So getting anything at an ST rank of 6679 seems improbable to say the least.

The closing rank for ST category goes to as high as 970-980 ST Category rank. Also for a GENERAL category student, the closing rank for IIT Palakkad is 9,252.
So for 6679 ST rank, it is obvious enough as to why an ST student couldn't get into the college.
NIFT Eligibility Criteria 2019
Candidates, who are interested in applying for the undergraduate design and fashion technology courses, can check the prescribed eligibility criteria of NIFT admission 2019 below:
Maximum age-23 years as on October 1, 2018. The upper age limit may be relaxed by a period of five years for the candidates belonging to Scheduled Caste/Scheduled Tribe/Differently Abled Person (PHP).
