Of course, you can. Upon qualifying JAM you can pursue your master's degree in science from either an IIT or an NIT.
Yes, a graduate from B.sc can apply for IIT JAM Examination. All you need is 55% aggregate (General/OBC) and 50% aggregate for SC/ST/PWD in your graduation.
There are also some other eligibility criteria which should be known by every candidate before applying for IIT JAM.

20.33 is a very good rank in IIT JAM. You should get a seat in almost any NIT for MSC Chemistry. This includes NITs such as NIT Agartala, MNNIT Allahabad, NIT Calicut, NIT Hamirpur, NIT Jaipur, NIT Durgapur and most other NITs. With a rank like yours, you will not have to worry about admission.
