If you are from Delhi then you might get quota for Delhi students given by the university in admission, however if you are from outside Delhi it is difficult to get admission based on this rank. You can check previous year cut off of various colleges of IPU here

IPU has successfully conducted its common entrance test from 9th-14th September and GGSIU has declared its results on 8th October. Since you are a non-Delhi candidate, so some percentage of seats are reserved for the candidates who don't belong to Delhi. You need to check the cutoff lists
