If you are yet to appear in Maths exam from NIOS you are considered as appearing candidate. And yes if you have passed Mathematics from NIOS you can carry two marksheets if you qualify in the exam and shortlisted for SSB interview. You don't have to upload your marksheet or enter your marks. You need to do that at the time of SSB Interview document verification. You won't have any problem,

A simple graduation is all you need to sit for UPSC civil services if you are talking about civil services no matter from which stream. You can take any subject in your graduation but if you want to pursue BA I'll recommend history, geography will be best as in interview you can't be cross questioned as why you want to change your profession after graduation also you will be completing some syllabus of upsc during BA. But it's completely your choice what you want to choose.

To get admission in IIT's or NIT's you should score at least 75% for Gen Category in board exam and 65% aggregate marks (for SC, ST and PwD candidates) otherwise you should at least come in top 20% percentile in particular board.

It is nice to tell you have score a good marks in 12th for applying in any college. Delhi University or DU is one of the top ranked central universities in India. To get admission in such college you have to clear entrance exam some entrance exam conduct itself by DU or some national level exam also there and you have to score good rank to get admission. So apply for entrance exam to get admission.
As you want to study cse or ece you have go to Btech degree so the total fees was around 7 to 8 lakh . The hostel fees in DU differ from college to college . Some college demand fees around 15-20k per annum. So it depend totally on colleges.
