Yes, you can get admission in PES University, Bangalore with PESSAT or KCET score if you do not get seat admission with one of the scores you may get admission based on the other exam (PESSAT/KCET/JEE Main) score. To apply for admission to B.Tech course you must have passed 10+2 with Mathematics, Physics and Chemistry/Computer Science/ Electronics/ Biotechnology with minimum 50% aggregate marks from a recognized board. PES University has rolled out the PESSAT application form 2022 at the official website on 1st November. The exam is expected to take place in May in Online mode at designated centers. The set of eligibility criteria is mentioned below:
Mandatory Subjects - Applicants should have Physics, Mathematics along with Chemistry/ Computer Science/ Electronics/ Biotechnology
Qualifying Examination - Candidates should have passed class 10+2 from a recognized board of education.
Minimum Score - Candidates must have a minimum score of 60% aggregate marks in the mandatory subjects of qualifying examination.

Since you've not mentioned your quota/category , I am considering you belong to the general category .
So , considering a general category , it is a pretty good and well that you've scored such a good rank in pessat . I think that there are a good number of chances that you might get a seat in PES university in CSE branch .
As in last few years , the cutoff trend was around 1500 , so considering your 1440 rank in pessat , you might get your desired branch in PES University .

If your rank is with in the required cut off rank then you will get in CSE. PES University will conduct 2nd round of PESSAT 2021 counselling on November 13 & 14. Candidates are advised to choose as many choices as possible to maximize their chances of admission. During the second round counselling of PESSAT 2021, KCET/COMEDK qualified candidates will be able to apply for admissions by registering for Casual Vacancy admissions.
It depends upon the JEE Main and JEE Advance cut offs, If You manage to qualify the exam by achieving the cut off, You can apply for JOSAA Counselling. It should be noted the cut off for EWS/SC/ST/FEMALES/OBC category is lower than the general category However It is usually advised to fill the choices as per the preference of colleges and departments, for example CSE in NIT Trichy is your priority followed by CSE in NIT Warangal, you can fill CSE at NIT Trichy at serial number 1 and CSE at NIT Warangal at serial number 2 and so on and so forth. However to get any NIT, you must have qualified JEE Mains and to get any IIT, you must have qualifies JEE Advanced But the previous cut offs of colleges should be taken in consideration, it is better to research over the cut off of colleges then make a preference list of colleges and fill accordingly

First off all congratulation for the PESSAT exam result, you have scored a good rank. Although you haven't given much information about the category therefore considering you general category candidate I will answer accordingly,
You are looking for b.tech in EC branch so, the closing rank for EC branch is 2000 to 9000 as per the past year cut-off. As cut-off varies year to year so you might have chance of getting EC branch in 3rd round of counselling.

See in terms of Infrastructure both the institutes are great. From the point of view of curriculum, PES University have a more industry oriented curriculum compared to that of MSRIT (MSRIT is affiliated by Visvesvaraya Technological University, Belagavi ). Apart from this PES have a better placement percentage for the EEE in comparision to the EIE of MSRIT. Although the packages offered are lesser than that of MSRIT but you will have more possibility of getting a job in PESU compared to that of MSRIT. So technically, PESU will be a better choice for you.
