National eligibility and screening test is just a qualifying exam for National Institute of science and educational research Bhubaneswar.
NEST is only a exam. The college you want to admit in is NISER, Bhubaneswar.
I am sorry to say but your rank is quite high and you have 0 chances of getting the college.
Also show your intermediate score doesn't matter in the admission procedure to niser Bhubaneswar.

NEST is a compulsory test for students seeking admission to National NISER, Bhubaneswar and University of Mumbai DAE CEBS, Mumbai. The cutoffs depends on various factors like number of seats available, number of applicants, difficulty level of the exam etc. Since you have not mentioned your category I assume you belong to general category. Based on the previous year cutoffs for CEBS the cutoff rank was 350 and for OBC it was 60, for SC-50 and ST-15. Hence you possibility to get in CEBS is low. You may go for NISER as the cutoff for general category was 800 in 2019. Anyways attend the counselling and try your luck.The counselling round 1 dates for NISER and CEBS are 22nd October and 2nd November respectively.

With your score it is hard for you to get into CEBS
You didn't specify which exam result you are talking about. If you have kindly specified the exam then it will be easier to provide you a satisfactory result.
But in general this kind of problems aren't seen that much. I will request you to check the rank card properly and recheck if you are some how overlooking something or not. If you are not then do check the application form and check whether you had added the caste or not. There is a probability that you forgot to put your category. So just check it. If all this are ok then do try to contact the exam authority regarding you problem and I hope they will get back to you as soon as possible.

Congratulations for securing a decent rank in NEST! It is not easy to get qualified in the exam first of all.
You didnt mention your category, or it would have easier for you to ensure a seat. However, you still can expect a seat in NISER in the third round of counseling, not before that if you are from the general category. Every year a rank upto 1400 is covered in the counseling sessions but still some 10 seats are left out because some rank holders choose IIT over NISER. It can not be predicted this year to be honest. So, please be patient.
The first round of counseling will go upto 550-600 rank as per the previous years. The second round maybe up to 800. So, I suggest you to wait till the last rounds of counseling. There are fairly good chances for you if you are from any reserved category.

If this is the rank of the NEET examination, then the chances of getting admission in government colleges are there. You'll get government medical College and dental Colleges as well. However, cut-off changes every year It depends on lot of factors such as the exam pattern, the number of students appeared, the number of students qualified, whether you belong to any category or not. It also varies from state to state, it differs from state quota seats to all india quota seats.
However with this rank you'll be eligible for the both state quota seats and all india quota seats. All india quota seats have 15% reservation whereas 85% reservation for state quota seats.
