Yes, you can definitely prepare for neet along with bvsc 1st year, it might be a bit difficult to manage time but with dedication and perseverance you can prepare well.
And don't worry
You are definitely be eligible for neet examination even if you get admission in bvsc.
This is because,
There is no rule which says that if you are do BVSC or any graduation you become ineligible for Neet examination, as to be eligible for neet what all one needs is :
* to must have passed 12th board examination with physics, chemistry ,biology/biotechnology and English and must have got:-
at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology/Biotechnology in 12th examination if belongs to general category
at least 40% in aggregate of PCB if belongs to Obc/ Sc /st category
at least 45 % in aggregate of PCB in case of pwd candidates to be eligible.
So, if you fulfill this requirement as per your category then you are definitely eligible for Neet examination ,even if you get admission in bvsc and after qualifying Neet examination you can get admission in medical colleges for MBBS etc on the basis of rank or marks obtained by you in NEET

At first congratulations on your success in KIITEE and starting a new journey. The final rank list will be prepared after the conclusion of fourth phase only which is scheduled to be held on 13-14th August. The counselling for the same will be done as it was done for earlier phases. After the procedure, final rank list would be released where meritorious students will be given scholarships based upon their ranks and other candidates would be given a final chance to enroll themselves for the different BTech programs available in the institution.

As you have qualified KIIT entrance exam and as you have been instructed to pay the fees for the counselling so as per my view you need to pay the counselling fee which 10k and after wards you need to pay more 75k after your admission is done.

According to the rules of KIIT, the advanced fee of rupees 75000 can be refunded anytime before the commencement of classes after deduction of rupees 10000 as counselling fee.
Though UGC has asked not to deduct the principal amount, processing fee can be deducted by the institutions from advanced fee. Similarly the refund of college fee is 100 percent before the starting date of classes and some percent of it is subsequently deducted after defined periods.
