Merit lists are released on the basis of ranks from the top and admissions proceed with the interested candidates(ones from the merit list) confirming their admissions. yes to admissions in some colleges on merit base will be quite tough for you . i don't know what are your interest areas or which stream you belongs to . however you can give some entrance exams and take  admissions by clearing then or if you want
