If your status is showing not qualified then it means that you are not eligible to attend the first round of counseling, but however, you might be called for the subsequent round of counseling in case there is a vacant seat. Congratulations on clearing IIT JAM. I am sorry to tell you in genrgen category you can not get an IIT with a three digit rank. NIT are also a slim chance. Last year the closing rank for biotechnology was around 50 in IIT.

I would suggest you to also apply for IISERs, they call people till 200-300 ranks. You will have a better chance there.
