As per your rank it is quite difficult to get a seat in Government Law College. Because if the rank moves above 1500 then it becomes quite difficult to get a seat.

EWS is the category only ( economically backward section) and crl is the common rank list.

There is no such set allotment basis on the category or anything . The exam is equal for every one and after that you get a rank according to your marks/ percentile

Seeing your rank and previous year cuttoff of IITs you seems not elligible for IITs.You need SC rank under 2k for IITs.With advance results you can't get seat in NITs.For NITs you have to qualify jee mains.

As per your query, analysisng the cutoff for University of Hyderabad, chances of you getting a seat there is highly unlikely since the cutoff ranks for UoH go below 2000 for MCA and MBA every year.
