Sorry but a 40% Visual disable candidate won't be able to get PwD Reservation because being 40% visual disable does not put you in blind or visual impairment category. And also 40% visual disability can be corrected with the assistance of eyeglasses so it's out of the option.

and I can tell you one thing that, you may not get any good streams from the spot counselling or in vacant stream. computer scoence, electronics and communication, electrical, mechanical this will be fully filled.
