Nationality – Indian/Foreign
Bachelor’s degree in science with required percentage.
*Either appearing or already passed final examination of a qualifying degree.*
If you have qualified for the 2022 JAM exam, you can apply for provisional admission.
You have to fulfill all these eligibility criteria to get admission in IIT.
As per the criteria I think you cannot get admission in second year directly even after qualifying IIT JAM. For more reference you can eligibility criteria for the same.

Yes, you can start your preparation from 1st year itself. First of all, you have to check the syllabus of Physics and then prepare accordingly.
Second thing is that you have to be equally focused on each chapter and clear all your concepts. Some of the chapters will be in the second or third year of your course curriculum.
