Yes, HSEE is an entrance exam conducted by Indian Institute of Technology, Madras for admission 5 year integrated M.A in English and M.A in Development studies. So yes, you need to appear for HSEE.The application process is ongoing.To be eligible for this

A candidate must have passed 10+2 or its equivalent from a recognised board or university.
Candidates belonging to general category, EWS, OBC-NCL must atleast have passed with atleast 60% in qualifying exam and candidates belonging to SC/ST/PWD must have passed with atleast 55% in qualifying exam.

I got 550 marks in NEET 2019 Will I get admission in govt colleges in any state I belong to OBC

550 is a decent score for OBC Category. You havent mentioned your State. This score can get you a Government Medical College in States like UP, Rajasthan and Karnataka. But this score isnt sufficient in States like Delhi, AP, Telangana, etc. But this will be an insufficient score for All India Quota given the competition.
