As you secured 97.8 percentage in class 12th let me tell you that it's a good score but your jee mains percentile is a bit low so you will definitely get a seat over there but one can't predict the exact branch that you will.
There are chances for you to get electrical and electronics and the core branches but there are factors to be considered like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.

No there isn't any percentage criteria required to give JEE mains. However, admission into IITs, NITs, IIITs and GFTIs you need to have 75% aggregate in your class 12th board exams or you should be in the top 20 percentile of your board exams. For other state government colleges and private colleges, you need to have an aggregate of 45% in boards.

The fees of hostel is totally depends on institutions but in india the private institutions fees are comparatively higher than government institutions..
The private institutions have charged the fees of approximately 80k to 2 lac per year while government institutions have charged the fees of approximately 80k to 1 lac..
But the fees of institutions are also depends on number of people staying with you ...it is categorised in 2 seater,3 seater,4 seater..
The facilities available in hostels are rooms, studying table, furniture, cupboard, bathrooms,gym facility,mess,canteens, library, indoor games, outdoor games, swiming pools and some other facility depends on institutions..
