Yes , you can pass biology from NIOS and then you will be eligible for medical entrance exam i.e neet examination. Candidates with biology as an additional subject are eligible for neet , so after passing biology from nios , you can definitely appear in neet examination.

In (thapar) TIET, patiala, you can get every branch except CSE. The cutoff percentile for CSE was 96.008 last year for HS.

Some possible branches are- computer engineering,  ECE, Computer and business engineering,  mechanical, EEE, Electronics and computer engineering , civil, biotechnology etc.
