Of the total sanctioned seats offered by these institutes, 10% seats are open for non-UP domicile candidates.
If you had failed in all subjects of 12th , then you have to give examination of all the subjects . However if you had failed in one or more then you have to give examination of only those failed subjects. Don't lose your hope , keep trying and fight

But you can also go for another books such as sample papers and reference books , from which you can cover your syllabus with extra examples, questions paper's as well as some extra informations
In general, it depends on the college that through which university it is affiliated to, every university has its own syllabus. They try to cover all those basics in their syllabus. But you also have to put efforts by learning programming languages side by side on your own.
