Both AIIMS and NEET are conducted separately. Both have different criteria for eligibility.
AIIMS require 60 % in 10 + 2 higher secondary. If you score less than this, you are not eligible to write AIIMS. There is least chance that AIIMS will not conduct its exam.

It doesn't matter even if admission in Aiims or any college is through neet, Neet is just an entrance examination and nothing else. Colleges/ states can have a different eligibility criteria.
