These are the best colleges affiliated to GGSIPU for Btech:
1. Maharaj Agrasen Institute of Technology (MAIT)
2. Maharaja Surajmal Institute of Technology (MSIT)
3. Bharti Vidyapeeth College of Engineering (BVCOE)
4. Bhagwan Parshuram Institute of Technology (BPIT)
5. Guru Teg Bahadur Institute of Technology (GTBIT)
6. Dr. Akhilesh Das Gupta Institute of Technology and Management (ADGITM)
7. HMR Institute of Technology and Management
There are more colleges like VIPS and JIMS Technical Campus but in my opinion, it is better to get till ADGITM or best if you can get the Top 4 - MAIT, MSIT, BVCOE & BPIT (obviously a good branch also).

Your rank of 4032 in CLAT exam with EWS appears to be insufficient for admission in IP University colleges as the category wise cut off for IPU colleges is lower than your rank at least for the top tier colleges like VIPS and MAIMS.
The majority of seats are reserved for students with Delhi domicile in IPU colleges and if you belong to outside Delhi then, it's slightly difficult.
However, some colleges like Trinity (TIIPS) in Dwarka accepted admissions for Law at higher rank of around 8,000 so you might also have a chance there.

With a rank of 3900 in IPU CET BBA, you have a good chance to get admission in some of the best private colleges under Guru Gobind Singh Indraprastha University (GGSIPU).
Colleges like Maharaja Agrasen Institute of Management Studies (MAIMS), Vivekananda Institute of Professional Studies (VIPS), JIMS Rohini, JIMS Vasant Kunj, Trinity Institute of Professional Studies, Rukmini Devi Institute, and Ideal Institute of Management are possible for your rank.
These colleges offer good placements, faculty, and facilities. Based on previous year data, students with ranks around 3900 were able to get admission in these colleges during the counselling rounds.

Yes, with a 622 rank in IPU CET for MBA and being a Delhi candidate, you have a good chance of getting admission in MAIT (Maharaja Agrasen Institute of Technology).
You don’t need to worry about not giving the CAT exam. IPU CET rank is enough for admission in MAIT under the CET quota.
Just make sure to keep MAIT high in your preference list during counselling.

Yes, in IPU (Guru Gobind Singh Indraprastha University) counselling, Round 2 usually starts after the first round withdrawal period. There is a cutoff date for withdrawing the fees after Round 1 that the university determines. If, after Round 1, you do not withdraw the fees by then, you will not be refunded the fees later - even if you opt out of any more rounds. It is key to follow the IPU schedule carefully so that you do not lose your seat, or money, while waiting.
Yes, even if you got your first preference in the first round of IPU (Guru Gobind Singh Indraprastha University) counseling, you can still participate in the second round and edit your preferences. You have the option to "float" your current seat, which means you are still eligible to be considered for higher preferences in the subsequent rounds. If you are allotted a seat in a higher preference during the second round, your previous seat will be vacated.
