Yes you can appear for IIT JAM because you aggregate of three years come out to be 62% so you are eligible for IIT JAM test.
Because as per the eligibility criteria one can appear for IIT JAM if he/she secures minimum of 55% aggregate scored in the last qualifying degree or 5.5 CGPA scored out of 10 for General/OBC category and minimum of 50% aggregate scored in the last qualifying degree or 5.0 CGPA scored out of 10 if you belongs to SC/ST/PwD category.
Now for different programs there are different eligibility criteria as per the subjects studied in graduation like for M.Sc.- PhD Dual Degree in Environmental Science and Engineering on needs to have anyone of Biology, Biotechnology, Chemistry, Mathematics and Physics for two years/four semesters, and anyone of the other four subjects for at least one year/two semesters.

Yes you can appear for IIT JAM test after B.Phramcy because as per the eligibility criteria one can appear for IIT JAM if he/she secures minimum of 55% aggregate scored in the last qualifying degree or 5.5 CGPA scored out of 10 for General/OBC category and minimum of 50% aggregate scored in the last qualifying degree or 5.0 CGPA scored out of 10 if you belongs to SC/ST/PwD category.

Yes, you can appear in IIT JAM examination even after 2-3 years of passing your qualifying examination
This is because,
There's no cap or barrier on the number of years one remain eligible after passing the degree. Also, there is no age limit for iit jam
So, you are eligible for IIT JAM even after 2-3 years provided
You must have passed your qualifying degree examination with at least 50% marks in your graduation or if it is in terms of cgpa then you need to have at least 5 CGPA out of 10 to be eligible if you belong to General / OBC category or you must have got at least 55% in your graduation or at least 5.5 CGPA on a scale of 10 to be eligible if you belong to Sc or ST or PWD category
