Yes you can with take admission with this less marks in class 11 in your National Institute of Open School system admission freshly for repeat examination as per schedule. To retain your subjects which was in your class 12 then you can take admission in class 11 only. After completing 2 years of 11 and 12 class course you may appear for repeat examination under NIOS board and try for good marks which was  very less in your class 12 examination.

But for getting admission in DU in B. com, you need to sit for the Common University Entrance Examination (cuet) in order to be eligible for the admission. This all depends on the school that you are studying in, if they don't have attendance eligibility of 75% then you don't need to attend school on regular basis but if not so then you need to go daily. One more option is to apply for an application or talk to your organization that you can't attend daily. Yes, you will like to surely repeat your 12th class for those 2 subjects or you can apply for a re-exam for only those specific exams you need to give again.
