If it is lost, you can go to the nearest police station and make a GD. That can be used during admission.

Yes, you can take professional courses such as CA along with your graduation. Although you might face problems in college attendance as most college will require 75% attendance compulsory and as you will be taking tuitions for your professional courses. Since you have not specified the type of course you want to enrol in, I will inform you generally that earning an undergraduate degree in Delhi or any other state is an issue. All you need to do is apply for the particular programme you want; you can do this either through an entrance exam or by direct admission.
