Registration of class 12 is needed by many colleges. But if you have the admit card then you can use that as alternative. It is required as birth date proof. So it is better to inform college if you donot have registration certificate.
If it is lost, you can go to the nearest police station and make a GD. That can be used during admission.

Yes, you can take professional courses such as CA along with your graduation. Although you might face problems in college attendance as most college will require 75% attendance compulsory and as you will be taking tuitions for your professional courses. It might get difficult to manage both at the same time but there are many students that follow this path. So if you are good with time management then you can surely go with it.

Since you have not specified the type of course you want to enrol in, I will inform you generally that earning an undergraduate degree in Delhi or any other state is an issue. All you need to do is apply for the particular programme you want; you can do this either through an entrance exam or by direct admission. Almost all colleges in Delhi have high cutoffs, so be sure to get strong results in your board exams.
