As you say you score good rank in NEET exam so you definitely got a top college like AIIMS, Cristian Medical College, NIMS University and many more college depend on your NEET rank. Now come to the point about your doubt so it is not matter which board you clear your 10th or 12th class, the marks you obtain it's matter to get admission otherwise nothing else.

If you are fail in one subjects math in WBCHSE this year then no need to wait for 1 year might be this year onwards because mostly re exam conducted after 45 days of result published but due to covid 19 it will take some time but they conduct re exam only for those people who are failed in 1 subject and you will appear this exam and if you will pass this exam then you will get pass certificate .

Yes ,you can appear the 12th CBSE board last time because CBSE board only gave 3 time for re appear the exam so kindly study hard this year and try to pass the exam .Dont worry you get successes only think positive.
First of all collect 4-5 years previous years questions papers and try to solve from lower to higher level or you can to what you know in this way your confident level will increase and you motivate towards to solve another solve questions .

At present the admission into colleges under delhi universities is done through entrance tests. Based on the results they will admit you into their respective colleges.
But still there are number of colleegs which takes accounts your 12th standard marks and give you an admission into their college
Some of them are
Amity and LPU also offer admission on the basis of class 12th marks in most subjects.

The eligibility criteria is that candidates should have scored 50% in higher secondary examination. Reserved categories are provided 5% relaxation. Since you have scored 78% you can get admission there.
