First of all, you need to be at least 18 years to apply for the CPA exam. Then, you must have degree (most commonly, B. Com) and 120 college credit hours for the exam. Generally, a combination of Bachelor's and Master's from an accredited institution/university will give you 150 credit points. as much as i understand from my research, you dont have any advantage of appearing in your home state counselling. there is only one, there will be less competition and there are few state quota reserved seats. other than that there is no preference based advantage. the ranking system will be same and also you have to pay 3000+ INR for application

Overall percentage for CBSE is roughly the percentage considering the best 5 subjects.
The 5 subjects considered should include
If there is a provision for 6th subject like Physical Education or Biotechnology, etc. then if a student gets less in any PCM/PCB/PCMB then the marks of sixth subject (if greater than PCM/PCB/PCMB marks) is considered while calculating the percentage.
For example,
If a student has marks like english-85, physics-89, chemistry-80, maths-95 ,biology/ comp sc/ IP-95 ,phy ed-88
Then X's percentage would be 90.6%
For example, consider another student who has the marks-
English 75, Physics 89 ,Chemistry 80,Maths 95,Biology/Comp Sc./I.P. 95,Phy. Ed. 88 Then this student's percentage would be 88.4%

Yes you can apply for the 6th cutoff of lad irwin college (even if you were eligible for the 1st cutoff). The 6th cutoff for lady irwin college was released on 28th of November. Firstly, prioritize and then do research - mantra to understand what we want.
We have lot of fields, and all of then have scope. Always choose according to your interests. List out what are your interests and then search for programs accordingly like btech, B.sc, BE, BA, etc in any of the fields you wish to.
I was a science student (MPC), but i took Media science after 12th. So this was based upon my interests. Accordingly you can also find your own. There are many new courses as well. Follow the above mantra.

Look, it is really unpredictable, because there are many IIMs who do not give much weightage to your Graduation Scores, whereas there are certain IIMs like IIM Bangalore, who give higher weightage and some Bonus Points to students with a Work Experience than Freshers. As far as I understand, your 10th and 12th scores are more or less apt, however your Graduation percentage is on the lower side. IIM C, IIM K, IIM L, IIM Shillong and IIM Indore are few of the Old IIMs giving lower weightage to past academics. However, only way to make up for it is getting a good CAT Percentile atleast above 99, and stand a chance of securing a seat in one of the IIMs. For more information do follow the link below

Irrespective of the any certificate of any state, you can only apply for home state qouta if you have domicile certificate of that state. As this is the only documents which is valid while proving to get the home state advantage.
Since you are permanent member of delhi then you can create a domicile easily then you can use the home state advantages.
