why fees difference in institutes of allen even of same class is only because of Different city ya some other reasons also???
See the fees difference can be due to multiple reasons. But in general the fees difference are caused to the Market Price Index. For cities we have a certain index depending upon which the market price is decided. So a teacher residing in a city will have to spent more money for buying commodities. So the fees to be paid to those teachers will need to paid higher than that of Allen Institutions in any Semi Urban area.
I hope you get my point. This can be one of the reason for fees difference. Although this is not a official information provided by Allen but just a personal reasoning.

In the regular, you go to the school everyday and in private, you go to school only when there are exams. In the private school, a candidate's mark sheet has a quote, " this is a private student".
- A "Regular Candidate" means a student enrolled in a school, who has prosecuted a regular course of study in a school and seeks admission as such to the All India Senior School Certificate/Secondary School Examination of the Board
- Students can fill the private candidate application form if they belong to any one of the following categories: Candidates who have been declared ESSENTIAL REPEAT. Candidates who have been placed in COMPARTMENT in Main–examinations. Candidates who have been placed in COMPARTMENT.

Yes, your sir is right you will remain a regular candidate only this year if you don't fill the form of class 12th last year.
This is because,
A private candidate who is one who appeared for class 12th board examination but he couldn't qualify it i. e fail in the board examination and then reappear for 12th board examination as a private candidate and in that case he doesn't have to go to school ,he just prepare for the exam and directly just write the 12th examination again and also he doesn't have to give the practical again his practical marks just gets carried over from the last year
but in your case you have not failed in 12th board examination rather you have not filled the form for 12th examination so you are still a fresh candidate who is never given 12th board examination and you can attend the school and yes you are a still regular candidate
Your profile suggests that you are a PCB and so follow the below tips to prepare well for your 12th board examination
*First of all go well through your state board textbooks if you are from State Board and don't ignore them as most of the questions in board examination are directly based on them, you can take the help of reference books to understand the difficult topics and have better understanding but major focus should be on them.
*make a routine and religiously follow it, it will help you to avoid wastage of time and study in a systematic manner
*For biology, you should read the chapter first then understand the biological processes and then learn them my heart and also learn the important examples. You can refer to books like trueman's Biology to understand difficult topics
*For chemistry go through all the solved examples and intext and exercise questions of your state board text book , in organic chemistry focus more on name reactions there are two questions from name reaction each year in board examination and many questions are based on them directly
*For physics, you can follow reference books like SL Arora, derivations are very often asked in your board exam ,so practice all the derivations and do revise them as there are chances of forgetting them , go through solved examples and then go for unsolved numericals.
*Make short notes of important concepts and formulas for each chapter
*Go through previous 10 year board examination question papers as concepts are often repeated in board exam so it will be of great help in your preparation
*Once you are done with your complete board examination syllabus go through at least 3-5 mock test papers in each subject

For appearing in the examination of 12th standard candidate as a private candidate acording to the rule of the Board they should submit all documents for filling up the form in online mode before the last date of application submit. First of all they should get registration on the online mode in the official website of West Bengal Council of Higher secondary Education and then apply online to fill up the form for appearing examination of 12th standard as a private candidate.

Atleast 75% attendance in an academic session is required to be eligible to appear for the classes IX, X, XI & XII examination . Candidates taking up a subject(s) involving practical examination are also required to have put in at least 75% of the total attendance for practical work in the subject in the laboratory.

you have to take again admission to class 12th and need to consult with the school authority. however you have to produce the medical certificate and 11th marksheet to take admission in 12th course. generally you will not allow for board exam if you did not have the minimum attendance. I suggest you to directly contact with school admission cell to know about details of admission.

see majority of the school takes admission in 11th class, to appear in 12th board exam you have to complete the 2 years 11th and 12th and must fill the registration form as well as all the necessary information. you have to attend the practical classes as well. however since you have studied 11th class and have one year gap, you may contact with school authority to apply for 12th only. if this not possible and you want to save your year gap, it would be best choice to apply for nios, national institute of open schooling , you may take five subjects including one language paper and attempt 12th board exam from nios board. nios certificates is accepted by all institute in india for higher education.

Ujjwal, CBSE patrachar is open board schooling for the students who have failer/drop out or want to pursue distance learning. CBSE patrachar has equal value as any other recognized board. However, regular learning has a plus point over the distance learning, but the questipn paper, exam pattern, syllabus , everything is as same as CBSE. Even the result is declared on the same website. So, you can use the schoresheet of CBSE Patrachar (12th class) to get admission or to apply any application form as a normal board schoresheet.
