As you mentioned that you have done your schooling from 10th , 12th from Delhi so let me tell you that you are absolutely eligible for the 85% home state quota in delhi but for obc certificate your central certificate won't be accepted because they won't allow it. UPMSP has already released their detailed syllabus for this year board examination of 12th. NS per government decision total 30% of the syllabus has been reduced.
As per my knowledge, for Uttar Pradesh Board Hindi is compulsory till the class 10th. But after that in class 12th level for Uttar Pradesh boards the compulsory language is English and in that case Hindi can be opted for 6th subjects as well.
