I hope the 4 subjects that you're talking about are physics, chemistry, maths/biology and English. Then yes this percentage are enough as the criteria to get eligible to apply for universities through an entrance exam. As per JEE criteria, you won't be allowed since you need 75 and above in all the 4 main subjects. But you can apply for NEEt, cet, bits and other exams and then on that merit score you can surely get a college as you pass the 10+2 eligibility criteria.
Or else with 66% if you want do pursue BSC, or other courses like this, then you can get into them too. Of course you won't get the best college but surely a good one.

As per the last year analysis, the hostel fees was close to around 50,000 per annum that is for one year including the mess food which serves meals 4 times a day that is the morning breakfast, afternoon lunch, evening snacks, night dinner. The mess food is not very well knwon but decent enough and hostel rooms are also not that well equipped.

So Let me tell you about the Delhi university, In this college you have to give your marks according to the best four subject marks that you have got in your 12th class. Now let me tell you about the Lucknow University, In this the minimum percentage is 60% and the through the entrance exams like UPSEE,and fill the entrance exam form of lucknow university. In this university there are various courses provided like bsc, bcom ,ba ,bca and many more.
Now let me tell you about the Banaras Hindu University,Chandigarh University,In this you have to fill the entrance examination form and get prepare for that.if you clear then You will be eligible for taking admission.
There are many private colleges in which you can take admission by registering for their entrance examination and then clear it. But mostly colleges want 60% minimum percentage in the 12th class.
