As per the criteria for Rajasthan domicile you must have been in Rajasthan for minimum of 10 years but as you have mentioned in the question that you have passed only class 12th from there so you are not eligible for Rajasthan domicile. Which means that you belongs to the domicile of Nagaland and Nagaland will be your home state for JOSAA counselling process instead of Rajasthan.

According to the category and rank you have mentioned in the question you cannot get any of the top NITs but yes you can get some moderate NITS such as NIT Goa, NIT Meghalaya, NIT Arunachal Pradesh and likewise if you deserves home state quota for them as per previous year's cut-offs. Now if you do deserves the home state quota for them then I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.

see its high time when you should be very serious about studies as to get a good college even a pvt. college you need get at least cut off score to get into CS branch of engineering . i would suggest you if you get in any college with this branch try concentrating on any one language and try competitive programing as it gonna challenge you with new possibilities

Yes you can appear for the 12 now also so but you have to give 12th in private mode because it's impossible to give you to give 12th again from the school or whatever the board you are in study it's better to prepare for private exams for XII

NIOS is a board which allows you to have different subjects. You should write eight subjects out of which atleast five you should clear. You will have the choice for opting subjects for example if you don't want mathematics you can opt for physical education. Hence you can choose the subjects you want to.
