The eligibility criteria for applying for the scholarship are :-
• Students belonging to different reserved categories can apply for a scholarship.
• The family income of the candidates must be less than 2 Lakhs per annum.
• MBA, MCA, B.TECH aspirants can apply for UPTU scholarship.
• APPLICANTS MUST BE HAVING DOMICILE, CASTE AND PARENT'S INCOME CERTIFICATE.
Hence, income certificate is a must for applying for scholarship.

In order to be eligible for NEET, candidates must qualify 12th class examination with Chemistry, Biology, Physics and English subjects. For General category candidates, it is mandatory to score 50% marks in 12th grade, whereas ST/SC/OBC category candidates must score 40% marks to become eligible for NEET.

Grace marks are not provided according to the stream choose by a candidate. Generally, grace marks are provided then, when sometimes the board question paper has wrong question or question is generally out of syllabus. It is not as such that if a candidate is failed in particular examination, he/she would be given marks to get pass in the subject.

Do not worry!
Engineering is very different from 12th. Some of the topcis you studies in 12th and 11th will appear in engineering too. But you will learn a lot of new things as well and it is not really as difficult.
In math, you will use a lot of integration and differentiation you leant in 12th for topics such as fourier series and transforms, laplace series and transforms etc. So revise your math formuale, integration and differentiation once.
In physics, you will have quantum physics, wave physics, optics etc. Revise photoetectric effect, ray and wave optics, a bit of quantum physcis as well.
Coming to chemistry, you will learn about polymers, water treatment and chemicals, electrochemistry. and other extended topcis. You can revisit those PU topcis once again.
Rest do not worry! It is very easy compared to 12th.

According to your question and taking into consideration that you want to know about the score which is needed to score more than 98 percent.
I will give one figure that is out of 500 you have to score a minimum of 490 marks which means in each subject you have to score on an average of 98 marks but it can vary as in some subject you scored 100 so you can also score 96 in some subject as it will be neutralised and the average would again be 98%
Have you heard of SWOT Analysis? May be that works for you to put your case forward to your father. SWOT Analysis is nothing but writing down your:
Strengths: Why you think you are ready for JEE Mains in January
Weaknesses: Any weaknesses that your father sees in you that he thinks you are not ready
Opportunities: Any areas of improvement that is required in your subjects and that can help you appear for January session
Threats: What is stopping your father from allowing you to write JEE Mains in January
Make a sheet of this analysis and discuss this with your father. If you have already completed your 12th, reappearing for your 12th means you will be facing tough competition from your juniors when you have to appear for JEE Mains again. Discuss this with him and do explain to him why you think you are prepared.

There is no absolutely no restrictions for you, if you want to change your stream to arts after passing out with 12th science. It totally depends on your long term goals and career choices. The only complication that would arise is stereotypes in the society and you must be least worried about that because it is your life and your choices matter. Another problem can arise if you are not much acquainted in reading books and remembering text but this problem can be easily solved.
As B.A. will be a light subject compared to core courses, you are more likely to have more free time, but never ever waste them. Use them effectively to improve your skills and knowledge. Spend most of your free time in the library reading those books which interest you, especially political science.
Or if you are interested, start preparing for your civil service exams and other government exams which demand a degree as your qualification. Your knowledge in Political science will be greater than the engineers who will compete with your for cracking UPSC and that is definitely a plus point. Start preparing for those exams as soon as possible as you have a high chance of clearing it.
