See TMA marks are considered for NEET Eligibility criteria and as per your score of PCB, your aggregate comes out to be 54% which makes you eligible for NEET 2022 but there are some other criteria which needs to be fulfilled :
** You must have passed 10+2 from any recognized central/state board.
** English should also be in your curriculum of class 12th and also you should have passed in it. (You fulfil this)
** You minimum age should be more that or equal to 17 years by December 31st 2022, as per the current eligibility criteria.
** As of now there is no upper age limit for NEET but the case is pending in Hon'ble SC and by 2022 if the verdict comes then the upper age limit may be decided and it can be either 25 or as decided by SC.

As you must be knowing that Uttar Pradesh assembly elections will be held in between 10 February to 7 March 2022.
So for this reason the Uttar pradesh Board will surely be conducting its examination after 10 March when the elections will be over.

You can give JEE Mains next year as the eligibility criteria states that the candidate should have passed the 12th class or qualifying the exam in 2020 or 2021 or should be appearing in 12th class or equivalent qualifying exams in 2022 to be eligible for JEE Main 2022 exam. So you will be eligible for JEE Main 2023. The National Testing Agency (NTA) will release the JEE Main 2022 eligibility criteria and mention it in the official notification.
