Yes the 10 % quota for economically backward students from general category will be implemented from 1 Feb 2019.

Those students whose family income is less than 8 lacks and posses less than 5 acers of agriculture land are eligible

Last year cutoff for rubber technology in IIT kharagpur was gate score of 522 for OBC.

It will be more than 700. So it seems that you have fair chances of getting rubber technology at IIT kgp.

The expected cutoff for general candidate is about 85 percentage.For pwd there will be some reduction but it will be around 60 percent.Note that these are only just predictions based on previous year trends.Let us wait for the cut off to be out.
