MHRD writes to President for action against DU VC; Rashtrapati Bhavan unconvinced

The Union Ministry of Human Resource Development (MHRD) has forwarded a file to the President of India, who is also the visitor of Central Universities, against the University of Delhi (DU) Vice Chancellor, Prof Dinesh Singh.

The file contains three key allegations against the VC, one of them also include decision taken by the University administration on Four Year Undergraduate Programme (FYUP) without prior approval from the President.

However, the Rashtrapati Bhawan is said to be unconvinced about the charges made by the MHRD and has sought further clarifications.

Some time back, Left leader Sitaram Yechury had also written a letter to the HRD Minister, Smriti Irani demanding action against Prof Singh, he wrote, Dinesh Singh’s continuance in office is "untenable" and that there is 'an administrative breakdown' in Delhi University.

Yechury had also alleged that there have been grave illegalities and academic erosion has taken place due to abuse of power by the incumbent Vice Chancellor.  

The MHRD has alleged that Prof Singh diverted Rs 150 crore from OBC funds for students to purchase 62,600 laptops.

On FYUP the Ministry has questioned, whether the amended ordinance of the university that enabled the Programme had the President’s approval. The Ministry has also alleged that the DU’s affidavit in the Delhi High Court last year asserting that “the university falls within the definition of ‘state’ under Article 12 of the Constitution” and therefore can have its own policy on quotas under Article 16 (A).

The University Grants Commission (UGC) also appointed Satyam Committee to find out the allegation of diversion of OBC fund. The Committee, in its report submitted in October last year, found that DU diverted OBC funds to buy 62,600 laptops, most of which are lying unclaimed.

The committee, however, did not find any misappropriation of funds, reported Indian Express.

Thus, the main allegation against Prof Singh is that of diversion of funds and not misappropriation, it makes the case against him less tenable.

Prof Singh was appointed as the VC of DU in 2010 and his terms is set to get over in October this year and given the circumstances, the President may well allow him to continue for the remaining part of his term, given that there are only nine months left.
