JAM 2014 Result
JAM 2014 is the Joint Admission Test for M.Sc courses at the participating IITs and Ph.D. programmes at IISc. JAM 2014 Exam was conducted on Feb 9, 2014. JAM 2014 Result declaration will be done on April 16, 2014. You can check here for the merit list on this page.

The candidates who have taken JAM 2014 Exam shall be selected on the following criteria for admissions to the participating IITs.
A merit list will be formulated by the organizing institute and all the candidates who have qualified JAM 2014 for admission to various courses will be notified.
After the result is declared the qualified candidates will be required to fill an admission form which will be available for download from the website of the organizing institute. The candidate has to fill the form with his/her preference for the course and the institute and send it to the organizing institute along with a demand draft as required by the rules.
The organizing institute will prepare a merit list and based on that and the candidate’s preference it will send out the admission letters.
The qualifying candidates will be undergoing the following M.Sc courses – M.Sc, Joint M.Sc – PhD, M.Sc-PhD Dual Degree and the other Post Bachelor’s Degree programmes at the IITs and Integrated PhD programmes at IISc.

As you have mentioned that you have scored 23 marks in IIT Jam but it would be difficult to tell you exactly about the admission chances as cutoff vary every year depending on the various factors such as difficulty level of the exam, Number of candidates appeared for the exam, Performance of the candidates etc.
However you can check the previous year cutoff to take an Idea about the admission possibilities.
